The project “CSO Dialogue – Platform for Structural Participation in EU Integrations” published the draft performance assessment indicators. They provide measurable values that show efficiency in attainment of key strategy objectives.

According to the sector-wide approach to implementation of IPA 2014-2020 and preconditions for establishment of the Performance Assessment Framework as baseline to monitor sector reforms in the stage of programme document implementation, the Secretariat for European Affairs, in cooperation with the EU Delegation, initiated procedure for establishment of indicators at macro and micro level as the first step in development of the Performance Assessment Framework.

This task is coordinated by the Secretariat for European Affairs with expert and logistic support provided by the project “Management of EU Funds” implemented within the same secretariat. Competent institutions developed draft performance assessment indicators (i.e. the Performance Assessment Framework).

Indicators are defined in policy areas covered by individual sector working groups, as follows:

The role of sector working groups is to serve as forums for setting relevant indicators and later for monitoring their attainment. After indicators are approved by sector working groups, the Secretariat for European Affairs will present the Government of the Republic of North Macedonia with aligned indicators per sector. It is expected for final version of performance indicators to be adopted at official session of the Government by the end of December 2019.

Indicators need to fulfil the following criteria:

  • to be selected/derived from indicators that are already established at the level of national sector strategy and action documents for IPA 2014-2020;
  • to provide clear image about the country’s progress in implementation of sector strategies, by setting targets and monitoring their achievement;
  • to be developed on the basis of previously designed methodology for data collection and processing;
  • to be reliability, by recording available sources for data verification.

It is likely that some indicators defined under national sector strategies will need to be revised, while a number of sectors will have to define additional indicators. Therefore, based on the needs, other relevant data source should be secured for definition, processing and monitoring of performance indicators in addition to the State Statistical Office.

Indicators are part of efforts for establishment of the Performance Assessment Framework which, at national level, should provide:

  • monitoring of effects and results from implemented reforms;
  • monitoring of effects and results from use of EU funds;
  • possibility for transparent and accountable presentation of results before the broader public;
  • facilitating decision-making process for the next national strategy cycle that will coincide with the EU’s new financial perspective after 2020.
