This sector working group holds competences in policy areas related to:

(1) Anticorruption, with focus on:

  • transparency and accountability mechanisms in the public and private sector, and for political parties;
  • enhanced controls at judicial authorities and law enforcement agencies;
  • improved cooperation among different bodies involved in the fight against and prevention of corruption;
  • involvement of the civil society and citizens in implementation of anticorruption policies;
  • improved capacity for policy creation, monitoring and evaluation at relevant state and non-state institutions.

(2) Judiciary, with focus on:

  • reforms to ensure independence, quality and efficiency of the judiciary and adequate implementation thereof;
  • merit-based appointment and carrier advancement;
  • judicial reforms for independence of judges, the Judicial Council and the Council of Public Prosecutors, aimed to ensure protection of judges and prosecutors against unwarranted internal and external pressures;
  • improved consistency of court rulings and case law;
  • functional administrative justice, improved transparency and access to justice for citizens.

(3) Human Rights and Freedoms, with focus on:

  • independence, efficiency, professionalism and effectiveness of institutions tasked with protection of fundamental rights and freedoms;
  • protection against discrimination, guaranteed freedom of expression and protection of procedural rights for persons detained and accused;
  • protection of disadvantaged groups, including persons with disabilities, women, Roma, LGBTI, and other minorities;
  • enhanced services for vulnerable community groups, especially in regard to social inclusion, healthcare and economic wellbeing.

The sector working group is formed in 2017.

  • Ministry of Justice
  • Secretariat for European Affairs

In addition to state actors and donor representatives, civil society organizations also participate in work of this sector group since 2018.

SWG Justice is one of the two working groups in the sector rule of law and fundamental rights (link to more information).
