The areas of education, training, youth and culture are primarily under competences of member-states. The cooperation framework on education and training policies aims to guide national policies towards attainment of shared objectives through the open method of cooperation.

As regards cultural diversity, member-states should respect the principles enlisted in Article 151 of the EC Treaty and to ensure that their international commitments allow preservation and promotion of cultural diversity.

The member-states are expected to have adequate legal, administrative and financial frameworks, as well as necessary implementing capacity and effective financial management of education, training and youth programmes (Erasmus+).
