The acquis under Chapter 22 is mainly comprised of framework and implementing regulations, which do not require transposition in the national legislation. They define the rules for drafting, approving and implementing the Structural Funds and the Cohesion Fund programmes that reflect each country’s territorial organization.
These programmes are negotiated and agreed with the Commission, but implementation is responsibility of member-states. The member-states must respect the EU legislation as a whole in areas such as public procurements, competition and environment when selecting and implementing projects.
The member-states must have established institutional framework and adequate administrative capacity to ensure programming, implementation, monitoring and evaluation in efficient and cost-effective manner from the point of view of management and financial control.
