Chapter 11 covers a large number of binding rules, which – to great extent – are directly applicable. Proper application of these rules and their effective enforcement and control by an efficient public administration are essential for functioning of the Common Agricultural Policy (CAP).
Running CAP requires establishment of management and quality systems that are comprised of payment agency and integrated administration and control system (IACS), and capacity to implement measures for rural development. The member-states must possess capacity to apply the EU legislation through direct farm support schemes and to implement common market organizations for various agricultural products.
