This chapter covers the rules related to financial resources necessary to finance the EU budget (“own resources”). These resources are mainly made up of contributions from member-states based on traditional own resources from custom and agricultural duties and sugar levies, resources based on the value added tax, and resources based on the level of gross national income. The member-states must have appropriate administrative capacity to adequately coordinate and ensure correct calculation, collection, payment and control of own resources. The acquis in this area is directly binding and does not require transposition in the national legislation.
