Chapter 28 concerns consumer protection and covers safety of consumer goods and protection of economic interests of consumers in a number of specific sectors. Under this chapter all member-states are expected to transpose the relevant acquis in their national legislation. Also, they are expected to establish independent administrative structures that hold authorizations for efficient market surveillance and enforcement of the acquis.

Also, Chapter 28 requires establishment of adequate judicial and out-of-court mechanisms for dispute resolution, information and education for consumers and role for consumer protection organizations. In addition, this chapter includes specific binding rules in the area of public health.
