Chapter 10 is comprised of specific rules for electronic communications, information society services, in particular electronic commerce, conditional access services, and audiovisual services.
In the field of electronic communications, the acquis aims to eliminate obstacles to effective operation of the internal market in telecommunications services and networks, to promote competition and to safeguard consumer interests in this sector, including universal availability of modern services.
As regards the audiovisual policy, the acquis requires alignment with the Television without Borders Directive, which creates conditions for free movement of television broadcasters within the EU. The acquis aims to establish transparent, predictable and effective regulatory framework on public and private broadcasting in line with European standards. Also, it requires capacity for participation in the Community Programmes “Media Plus” and “Media Training”.
